“Police officers are accused of brutally beating two young men and then refusing them medical attention – and the whole incident was recorded on the officers’ video camera. After responding to a call about a fight, officers found brothers Charles Chappelle and Jahmez Amili walking near the edge of the road. The officers claim that the men were intoxicated, showing erratic behavior, and refusing orders, according to their police report.”
