Clinton, a potential 2016 Democratic presidential candidate, made her first public remarks on Syria during a previously scheduled appearance at the White House. She suggested that a proposal advanced by Russia to avert U.S. military strikes by having Assad turn over control of the country’s chemical weapons to international monitors came about only because of a ‘credible military threat by the United States.'”
