At present, a ‘flood’ has not occurred into any jurisdiction; however, the numbers are unquestionably on the rise in quite a few countries. Many of these people come from those countries that, until recently, were considered to be the best places to be. Of greater interest than the actual percentages, however, is the description of those expatriating.”
