“It would be the second settlement the borough’s insurance has covered this year. In Cahill’s lawsuit, he claimed the borough knew Thom was violent and had unnecessarily used Tasers on citizens previously. During what Cahill called an unprovoked traffic stop, he said Thom pointed an AR-15 rifle at him, then handcuffed him and placed him in the back of a police car. He said Thom berated him, punched him in the face and shocked him repeatedly with a Taser. Cahill was charged with resisting arrest, attempting to flee an officer, drunken driving, possession of marijuana and other charges. The case against him was dropped in June.”
