“University of Texas student Chris Quintero, who was sitting at a coffee shop across the street, caught the entire incident on camera. Quintero told MyFoxAustin that the cops had been giving out citations to a number of people on that corner for jaywalking. They saw Stephen crossing the street and yelled out for her to stop. Quintero believes the woman couldn’t hear the cops because she was wearing headphones. One of the cops allegedly grabbed the woman’s arm from behind. Stephen reacted by jerking her arm away. Within minutes, she was handcuffed and on the ground. She was arrested for failure to identify herself and for failing to obey a pedestrian crossing.”
