Maryland Gov. O’Malley to sign marijuana decriminalization bill

“Martin O’Malley says he will sign a bill decriminalizing the possession of small amounts of marijuana. The bill would impose civil fines rather than criminal sanctions for carrying less than 10 grams of the drug.  The Maryland Senate approved the legislation Monday on a 38-8 votes. Although it has been a battle to get the legislation on the statute books and on Saturday the House of Delegates passed the bill by just seven votes. Opponents had been insisting that decriminalization would have sent the wrong message about drug use. The bill also narrowly escaped efforts by House judiciary Committee Joseph F Vallario Jr. (D-Prince’s George’s) and others to kill it in committee.”

Crisis Looms for Crimea Opiate Addicts as Russia Bans Methadone

“Things are about to get harder for opiate users in Crimea, the former Ukrainian province now annexed by Russia. While Ukraine has embraced a harm reduction approach to hard drug use, Russia rejects such an approach and has some of the most repressive drug laws in the world.  On Wednesday, Russian ‘drug czar’ Viktor Ivanov — one of 31 allies of Pres. Vladimir Putin sanctioned by the US government this month — announced that Russia will ban the use of methadone in Crimea. That comes after vows a week before that he would move away from harm reduction practices in general in Crimea.”

DEA Says Pot Prohibition Protects Dogs; Cop-Killed Dogs Disagree

“Testifying before a House subcomittee yesterday, the head of the Drug Enforcement Administration warned that marijuana legalization is bad for dogs. DEA Administrator Michele Leonhart was not talking about the pot-sniffing canines who are out of work in Colorado and Washington now that the odor of cannabis is no longer probable cause for a search. She was talking about pets that ingest marijuana-laced snacks.  The main concern is that marijuana, an anti-emetic, will make dogs less likely to vomit potentially dangerous foods into which it has been infused, such as butter and chocolate.  You know what else is bad for dogs? Marijuana prohibition.”

California’s anti-game senator Leland Yee arrested for corruption

Study: Drug Dogs Most Likely To Err In Traffic Stop Scenarios

“Dogs trained to detect the presence of illegal drugs are most likely to provide false alerts in situations involving the search of a motor vehicle, according to the findings of a study published online in the journal Forensic Science International.  Drug dogs’ failure rates were even more pronounced in situations where the animals had access to the inside of a vehicle. In this scenario, dogs correctly responded to the presence of contraband only 58 percent of time. They provided false alerts 36 percent of time.  In 2005, the U.S. Supreme Court ruled in Illinois v Caballes that an alert from a police dog during a traffic stop provides a constitutional basis for law enforcement to search the interior of the vehicle.”

Marijuana Sector Update – March 24th, 2014

“GreenGro Technologies (GRNH) announced the private placement of $875,000 to fund pipeline growth including its Vertical Hydrogarden stores and a greenhouse project. Shares of the small $68 million firm were down marginally by 1.7% over the week.  GrowLife Inc (PHOT) and Vape Holdings (VAPE) announced a joint venture to fund research and development of technology for pharmaceutical grade extractions. Vape Holdings is expected to provide process technology and concentrate formulas while GrowLife will supply equipment manufacturing. The two companies have yet to negotiate the terms of the agreement, expected to be executed on or before April 20, 2014.”
