Human Rights Watch: U.S. covering up the extent of waterboarding in CIA prisons

“Human Rights Watch (HRW) has accused the US government of covering up the extent of waterboarding at secret CIA prisons, alleging that Libyan opponents of Muammar Gaddafi were subjected to the torture before being handed over to the former dictator’s security police.  The New York-based human rights group has cast “serious doubt” on Washington’s claim that only three people, all members of al-Qaida, were waterboarded in American custody, claiming in a new report to have fresh evidence that the CIA used the technique to simulate drowning on Libyans snatched from countries in Africa and Asia.”

“Kurt Eichenwald, author of a key book exploring the terror war, castigates the Bush administration in a New York Times editorial published Sept. 11, 2012 for covering up months of ‘negligence’ that led to the terrorist attacks on New York City and Washington D.C. 11 years ago.  Eichenwald claims that classified daily intelligence briefings delivered to President George W. Bush in the months preceding the attacks, only one of which has been made public, paint a picture of an administration already fixated on Iraq and determined that the Central Intelligence Agency’s (CIA) warnings about al Qaeda were off the mark.”

“The Los Angeles Police Commission recently approved weighty new revisions to the LAPD’s controversial Special Order 1 policy and the agency’s intelligence guidelines amid strong public opposition, enabling police officers to continue to gather, record and share intelligence and information based solely on observed behavior.  SO1 enables police officers to single out behavior or activity they deem to be ‘suspicious’, and then file a report on the citizen or make a stop.  SAR guidelines detail that innocuous activities like taking pictures or using binoculars can be seen as potentially criminal behavior.”

Justice Department won’t bring charges over CIA interrogations

“The Justice Department did not identify the two detainees who perished, but media reports claim the two were Gul Rahman and Manadel al-Jamadi.  Rahman died of hypothermia in Afghanistan in 2002 after being shackled and left half-naked in a prison cell. Manadel al-Jamadi died in Iraq in 2003 while being suspended by his wrists in a position known as ‘Palestinian hanging.’  Federal prosecutors previously reviewed the cases, but declined to prosecute CIA agents for their alleged roles in the deaths of the detainees.”
