French special forces ‘to protect’ Niger uranium mines

“France is to deploy special forces to protect uranium mines belonging to French nuclear energy giant Areva in Niger, according to a report in a news magazine this week.  The move comes amid a heightened security threat following a French-led offensive to drive Islamist separatists out of northern Mali, and the deadly hostage crisis at the In Amenas gas facility in Algeria, which militants said was in revenge for the French military intervention.  The decision to deploy troops, however, was taken earlier in January, after a botched operation to rescue a captured French intelligence agent Denis Allex in southern Somalia, according to Le Point.”

‘Checkout Fees’ Take Effect, Allowing Retailers To Add 4-Percent Surcharge

“Retailers in 40 U.S. states can now charge up to 4 percent extra when consumers pay for goods and services with a credit card.  These so-called ‘checkout fees’ went into effect Jan. 27, and do not apply to debit card payments. The fees are illegal in California, New York, Texas and seven other states.  In 2005, a group of merchants claimed that MasterCard, Visa, and nine other companies including JP Morgan Chase & Co conspired to fix the fees that stores pay to accept credit card purchases.  As part of the settlement, the merchants are allowed to charge customers a fee equal to the cost of accepting cards, typically 1.5 percent to 3 percent of the purchase price.”

Federal Judge Shoots Down IRS Attempt To Regulate All Paid Tax Preparers

“In 2010, the IRS decided to require all paid preparers to register with it and those who weren’t otherwise subject to national standards to pass a minimum competency test. Registration began in 2011 and preparers were supposed to pass the test by the end of this year.  But on Friday, in a surprise ruling, Washington D.C. Federal District Court Judge James E. Boasberg blocked the IRS from implementing the new requirements, finding the agency ‘unambiguously’ lacked authority from Congress to regulate those who simply prepare returns and don’t otherwise ‘practice’ before the IRS by, for example, representing a taxpayer in an audit.”

NYC pays $75K settlement to Manhattan couple arrested for dancing in subway

“Stern, a dentist, and Hess, a film prop master, had just left Jazz at Lincoln Center’s Midsummer Night’s Swing when they encountered a steel-drum player on a nearly empty platform in the Columbus Circle subway station and began to boogie. Two cops told them their happy feet weren’t allowed and hauled them off after Stern could produce only a credit card, which did bear a picture of her, as identification.  Stern said she and Hess were happy with the settlement but believes that her arrest, and the legal case that ensued, could have been avoided.”

High schoolers help crippled cat walk again

“A group of robotics students in Colorado teamed up with a veterinarian to devise a life-saving solution for one crippled kitty.  The cat, Flipper, suffered a spine fracture that left her unable to control her hind legs, making it impossible for her to get around, and putting her in danger being put to sleep.  After running through a few models, the ‘Blitz Robot’ club at Conifer High School assembled a two-wheeled ‘cat cart’ that secured Flipper to a harness while allowing her to use her front legs to push herself without further damage.”

So the Councellers took in the deer, which they named Dani, cleaned and dressed its wounds and nursed it back to health. Trouble is, what the Councellers did is against the law. Now, more than two years after rescuing the deer, more than six months after conservation officers began an investigation, the Indiana Department of Natural Resources wants them prosecuted. …DNR officials began an investigation that entailed half a dozen visits to their home and numerous calls to local authorities.”

“Mussolini interventionist government in action.  Louisiana government officials have stopped a promotional sale on milk because state regulations require them to charge at least 6% above invoice and shipping costs.  Fresh Markets in Perkins Rowe [Louisiana] was selling milk for $2.99 a gallon as part of a weekly promotion deal, but Louisiana requires that retailer markups be at least 6 percent above invoice and shipping costs, The Advocate reports.  State Agriculture and Forestry Commissioner Mike Strain said Fresh Market violated state regulations by selling milk below cost as part of a promotion.”
