Estonia’s plan to let anyone become European – digitally

“In the near future, those from outside the country will have an opportunity to apply for an Estonian e-resident ID card — which means that they can use Estonian online services, open bank accounts, and start companies without ever having to physically visit Estonia.  That is, if they pass a background check similar to the visa application process and sign up to identify themselves with biometrics such as their fingerprints or iris scans.  The Estonian Ministry of the Interior’s idea to give foreigners their own Estonian ID cards was conceived seven years ago. The Estonian government approved the concept of e-residency and the once seemingly-utopian idea is now finally is coming to life.”

VIX Volatility Index Falls to Lowest Level in Over a Year

Barclays fined $44 million over gold price fixing

“A U.K. financial regulator has fined Barclays (BCS) $43.8 million after it accused a former trader at the bank of improperly influencing gold prices.  The British bank will be fined £26 million ($43.8 million) for failures that allowed trader Daniel James Plunkett to exploit the weaknesses in Barclays’ systems and controls to seek to influence the price of gold, which allowed the firm to ‘profit at a customer’s expense,’ according to a news release.  The fine was handed down by the Financial Conduct Authority. Separately, Plunkett was fined £95,600, or about $161,000.”

Reuters reports that the Reserve Bank of India and finance ministry officials will recommend that the new government relax strict gold import rules to head off a surge in illegal buying, officials with direct knowledge of the plan said.”

“Publicly-traded marijuana stocks continued their selloff last week as sentiment drains from highs earlier in the year. Nearly every issue posted losses last week as investors realize valuations may have gotten ahead of earnings prospects. Losses to share prices do seem to have slowed compared to prior weeks when fear over SEC trading halts raised bigger questions.  We are slowly becoming more optimistic on publicly-traded companies with prices coming closer to levels that could make for better long-term investments. The industry is progressing across the United States and internationally and many of these companies have solid long-term futures.”

Colorado: State Approves Up To $10 Million For Cannabis Research

John Hickenlooper on Wednesdayapproved legislation to fund observational and clinical research assessing the safety and therapeutic efficacy of cannabis.  The measure earmarks up to $10 million within the state’s medical marijuana program fund to be utilized specifically to “gather objective scientific research regarding the efficacy of administering marijuana and its component parts as part of medical treatment.” The law also establishes a ‘scientific advisory council,’ which may include expert participants from around the nation, to evaluate research proposals and make recommendations in regards to funding requests.”

Feds May Cut Off Water For Legal Marijuana Crops

“Some cannabis growers may soon find themselves with a lot less irrigation water if the U.S. government decides to block the use of federal water for state-legal marijuana cultivation.  The U.S. Bureau of Reclamation, which oversees management of federal water resources, ‘is evaluating how the Controlled Substances Act applies [to] water being used to facilitate marijuana-related activities,’ said the bureau.   Local water districts in Washington state and Colorado, where recreational marijuana is now legal, contract with federal water projects for supplies. Officials from some of those water districts said they assume the feds are going to turn off the spigots for marijuana growers.”
