Medical Marijuana Research Hits Wall of U.S. Law

“Though more than one million people are thought to use the drug to treat ailments ranging from cancer to seizures to hepatitis C and chronic pain, there are few rigorous studies showing whether the drug is a fruitful treatment for those or any other conditions.  In the case of marijuana, restrictions are even greater than for other controlled substances.  To obtain the drug legally, researchers like Dr. Sisley must apply to the Food and Drug Administration, the Drug Enforcement Administration and the National Institute on Drug Abuse — which, citing a 1961 treaty obligation, administers the only legal source of the drug for federally sanctioned research, at the University of Mississippi.”

Study Puts Exonerations at Record Level in U.S.

“The number of exonerations in the United States of those wrongly convicted of a crime increased to a record 87 during 2013, and of that number, nearly one in five had initially pleaded guilty to charges filed against them, according to a report to be released on Tuesday as part of a project led by two university law schools.  Nearly half of the exonerations — 40 — were based on murder convictions.  The previous record of known exonerations in the country came in 2009, when the group reported 83. The organization said it has documented 1,300 exonerations since 1989, most of them after convictions for murder, rape or other sexual assaults.”

Unarmed Teen’s Hands Were Up When St. Louis Cops Shot Him Dead

“A woman who says she witnessed the shooting of Michael Brown by a Ferguson, Mo., police officer said the 18-year-old had his hands up when he was killed.  The witness said Brown, 18, had turned around and was facing police with his hands in the air when the officer fired.  She said a stray bullet from the police officer’s gun hit a neighbor’s home, and she was surprised no one else was injured.  Police said that they ‘cannot say’ how many times the teen was struck when an officer shot him after an altercation, but the young man was unarmed.  ‘Was the other subject, the deceased, the 18-year-old, armed [..] ? The answer to that is no,’ said Jon Belmar, St. Louis County police chief.”

Married Tulsa police officers arrested in fatal shooting of unarmed man

“Jeremy Lake was found shot to death Tuesday night on a street near downtown, Tulsa police department spokeswoman Jillian Roberson said.  Lake was walking with the Keplers’ 18-year-old daughter, Lisa Kepler, when Shannon Kepler confronted him, Roberson said. An argument ensued and the father lashed out, shooting Lake, Roberson said. Lisa Kepler started to run, and was shot at, but the bullet missed, Roberson said.  Lisa Kepler said at a news conference Wednesday that her parents had kicked her out of their home a week ago, and she said was living with Lake at the time of the shooting.  The Keplers are on paid administrative leave.”

Man who taped police putting Eric Garner in chokehold arrested

“The man who recorded police allegedly placing Eric Garner in a chokehold was arrested on a weapons charge in Staten Island over the weekend, police said.  Ramsey Orta, 22, was charged with second-degree criminal possession of a weapon after he allegedly walked out of a Central Avenue hotel with a 17-year-old girl, Alba Lekaj, and gave her a gun just before 10 p.m. on Saturday, police said.  Orta, who lives a few blocks away in the Tompkinsville area, was also charged with criminal possession of a weapon with a previous conviction, police said. Lekaj was charged with second-degree criminal possession of a weapon and possession of marijuana, police said.”

NYPD commissioner defends “broken window” policing

“The NYPD has made almost 400,000 arrests in the past year, which is up from 268,000 arrests in 1995, when there were three times as many murders in the city. Bratton defended the increased arrest rate, however, citing a dramatic decrease in state prison populations.  ‘Why? Because the serious crime that would get people sentenced to those facilities is down dramatically. Why? Because we’re stopping the behavior before it becomes more serious,’ Bratton said.  He said he would rather crack down on summonable offenses where people don’t go to jail.  Blacks and Latinos make up 85 percent of drug arrests in New York City when half of the drug users are actually white.”

A Chokehold Didn’t Kill Eric Garner; Your Disrespect for the NYPD Did

“If you thought cops killed Eric Garner, you got it wrong. It’s the lack of respect for cops that did.  That’s pretty much the sentiment behind a bizarre press conference held by police unions on Tuesday, in which representatives talked angrily about how nobody in New York loves them anymore.  In their remarks, the reps picked up a fight with the city’s medical examiner, slamming the official autopsy report of Garner’s death as wrong and ‘political,’ and accusing everyone from the mayor, to the media, to civil rights advocates of distorting the truth.  Never mind that even NYPD commissioner Bill Bratton said, after Garner’s death, that the arrest involved what would ‘appear to have been a chokehold.'”

Death of Eric Garner Ruled “Homicide by Chokehold”

“The medical examiner for New York City ruled the death of Eric Garner, who died in police custody after a violent arrest over allegedly selling loose untaxed cigarettes, a ‘homicide by chokehold.’  In a press conference earlier this week Bill Bratton, speaking with New York City’s mayor Bill de Blasio, said that correcting your behavior for police was ‘what democracy’s all about.’ Though his comments were largely wrong-headed, Bratton is correct that the law against selling loose, untaxed cigarettes is not a concoction of the police, but the city that voted for elected officials who have run the taxes on cigarettes so high as to create a black market in loose, untaxed cigarettes.”

Detroit makes millions from parking meters, can’t afford to power them

“Detroit is missing out on potentially millions in revenue because just about half of its 3,404 parking meters are out of service, according to city officials. It’s estimated that the city could get an extra $6 million in revenue just by getting the rest of the meters in working condition.  As part of efforts to reduce city spending, the Duracell batteries that power the meters were swapped out with off-brand units. The cheaper batteries apparently can’t hold a charge as long as the Duracells.  To make matters worse, the old locks used to secure the batteries easily seize up from water or grime, leaving even more meters out of service.”

UK savers could be forced to pay death tax while they are still living

“Under plans put out for consultation, HM Revenue & Customs would have powers to subject people minimising inheritance tax to ‘accelerated payment’ laws, meaning they would be forced to pay up front if officials suspect them of using new schemes to avoid tax.  Experts have warned that under the rules, taxpayers will be treated as ‘guilty until proven innocent’.  Ministers are concerned that growing numbers of people are setting up trusts to shield their estates from inheritance tax.  Treasury forecasts suggest that rising house prices and the recovering economy will push tens of thousands more people over the £325,000 threshold for paying the duty.”
