“With government unable to pay police as much as they need or would like, police are confiscating their revenue directly from the populace.  The threat to individual liberty from stop-and-seize is painfully clear.  Without requirements for an arrest or for a warrant, the power to confiscate cash is a clear diminution of property rights. Effectively, the police have been given official sanction to commit literal highway robbery without the threat of punishment. People whose property was seized must pay a lot of money and spend a long time in court for even the chance of getting it back, and police who seize money with no good reason don’t, apparently, suffer any threat of discipline.”

Police Agencies Fold in St. Louis Area as Ticket Blitzes Stop

“The new law says traffic citations in St. Louis County municipalities can’t exceed 12.5 percent of annual operating revenue, down from 30 percent. Policing in Charlack and in nearby Wellston, which dissolved its 23-officer force in May, is now handled by a recently created cooperative of local departments. Tense relations between the majority-black residents of Ferguson and the city’s mostly white police force grew in part from the excessive issuance of tickets. Some area municipalities were generating more than half their annual operating revenue from citations.”

Detainees sue psychologists who engineered, profited from CIA torture

“The two psychologists whose company made more than $80 million helping draw up the CIA’s interrogation-torture program were sued Tuesday by three former war-on-terror US detainees who claim they were waterboarded, forced into tiny boxes, starved, chained, deprived of sleep, and beaten while naked.  The suit names James Mitchell and John Bruce Jessen, who were inspired by psychological work on dogs. Their work centered on a state of ‘learned helplessness‘ from ongoing mental and physical abuse that they believed would help interrogators coerce confessions out of detainees. The suit is the first following the government’s release of the ‘torture report’ questioning the program.”

Body cam shows dad had hands up when cops killed his 6-year-old son

“A lawyer says body camera video shows the father of a 6-year-old autistic boy who was shot to death in his car had his hands in the air and did not pose a threat before police opened fire last week.  Mark Jeansonne is the attorney for Chris Few, who was seriously woundedwhen local marshals in the town of Marksville opened fire.  His 6-year-old, Jeremy Mardis, was strapped into his seatbelt in the front passenger seat. Jeansonne said ‘this was not a threatening situation for the police.’  Jeansonne spoke with The Associated Press after a closed hearing for the two marshals, now jailed on $1 million bond.”

Supreme Court increases immunity for police who kill fleeing suspects

“The Supreme Court made it harder Monday to sue police for using deadly force against fleeing suspects, ruling that officers are immune from lawsuits unless it is ‘beyond debate’ that a shooting was unjustified and clearly unreasonable.  By an 8-1 vote, the justices tossed out an excessive force suit against a Texas police officer who ignored his supervisor’s warning and took a high-powered rifle to a highway overpass to shoot at an approaching car. The officer said he hoped to stop the car but instead shot and killed the driver. The ruling bolsters previous decisions that give police the benefit of the doubt when they encounter a potentially dangerous situation.”
