Help Albania, Legalize Pot

“In its quest to join the EU, Albania is trying to destroy a large chunk of its economy: About 800 police officers have been deployed to seize bags filled with marijuana and burn plantations around the village of Lazarat, which has been producing about 900 metric tons of the stuff a year, according to one estimate.  The socialist government of Prime Minister Edi Rama apparently hopes that the destruction of the pot will help win over EU officials.  At prevailing prices in Colorado, which recently legalized recreational use of marijuana, the annual output of Lazarat would be worth about $7.6 billion, equivalent to almost a third of Albania’s gross domestic product at purchasing power parity. ”

Brookings Institution on Colorado Pot Legalization: ‘Resounding Success’

“Author John Hudak calls the implementation of the new Colorado law ‘a resounding success.’ He continues, ‘My research shows that regardless of the merits of the policy itself, Colorado has created a smart regulatory system that balances safety and security with access to legal marijuana.’  The report’s conclusion: ‘Among the many successful pieces of Colorado’s regulatory system are effective seed-to-sale product tracking, a vertically integrated market, and strict limits on purchase quantity’. Despite a largely successful rollout of the policy, however, the report details a few trouble spots, including ‘homegrown’ plants and the different tax rates between retail and medical marijuana.”

Up in Smoke

“Americans have changed their minds about pot. In less than a generation, public opinion has turned against the drug laws that banned marijuana, a historic shift in attitudes away from prohibition and penalties. In two U.S. states — Washington and Colorado — pot is now legal for recreational use, driving the debate about how it should best be regulated, consumed and taxed as it gains acceptance across the U.S. and in other countries.  Voters in Alaska and Oregon will weigh ballot measures this year. Arizona, Nevada, Maine, Massachusetts, Montana and California — the largest state by population — may consider the next wave of pot referendums in 2016.”

WaPo: Marijuana’s rising acceptance comes after many failures

“Since the 1960s, the United States has traveled on a herky-jerky trip from hippies and head shops to grass-roots backlash by suburban parents, from enthusiastic funding of the war on drugs to a gathering consensus that the war had little effect on marijuana use. Why is the current campaign for legalization resonating when previous ones did not?  Today’s leap toward legality is entwined with the financial desperation of cash-strapped states, an Internet-driven revolution in how Americans learn about marijuana and its medicinal uses, and a rising libertarian sensibility in which many liberals and conservatives alike have grown skeptical of government’s role in telling citizens how to medicate themselves.”

Government Delays Cause Cannabis Shortage in Seattle

“Although there are 635,000 residents in Washington’s biggest city, the state only allowed for one retail marijuana space to open in Seattle and now it’s completely out of pot. Cannabis City, ran by owner James Lathrop, is the lone dispensary that was licensed in Seattle and ready to begin selling marijuana on the first day it was legal in the state. Between the opening date on July 8 and Thursday July 10, the dispensary sold out of its entire stock of 11 pounds or 4,990 grams of marijuana despite its 2-grams-per-person policy. Reports reveal that the Washington State Liquor Control Board (WSLCB) licensed less than 80 growers within the entire state despite receiving over 2,500 applications.”

Alzheimer’s Caused By Loss of Cannabinoid Pathways, Study Shows

“Early deficits in Alzheimer’s may be caused by blockage of the brain’s cannabinoids, according to new research out of Stanford University.  This interference with the brain’s cannabinoids may be the mechanism by which early memory deficits in Alzheimer’s are formed.  A 2013 study by researchers from Neuroscience Research Australia suggests an ingredient in marijuana called CBD could be beneficial. The team found that treatment with CBD led to drastic improvements in memory in mice genetically engineered to mimic Alzheimer’s disease. Besides the potential to combat Alzheimer’s symptoms, some studies suggest cannabinoids also hold promise in slowing progression of the disorder.”
