“Sheriff John Jenson watched the 2012 election returns crawling across his TV screen in this rural area just over the Colorado border. Tuned to a Denver news station, he soon realized Colorado voters were about to legalize recreational marijuana.  That’s when he turned to his wife and started to swear.  ‘The drug war in this country used to be along the U.S.-Mexican border. Now it’s eight miles away.’  Law enforcement officers in the smaller, often isolated counties in states ringing Colorado say their departments shudder under the weight of Colorado pot flowing illegally across the border. Drug arrests are rising, straining already strapped budgets in places where marijuana remains illegal.”

Mexican pot farmers give up, switch to supplying heroin to pill addicts

“With the wholesale price of marijuana falling — driven in part by decriminalization in sections of the United States — Mexican drug farmers are turning away from cannabis and filling their fields with opium poppies.  Mexican heroin is flooding north as U.S. authorities trying to contain an epidemic of prescription painkiller abuse have tightened controls on synthetic opiates such as hydrocodone and OxyContin. As the pills become more costly and difficult to obtain, Mexican trafficking organizations have found new markets for heroin in places such as Winchester, Va., and Brattleboro, Vt., where, until recently, needle use for narcotics was rare or unknown.”

Oklahoma medical marijuana petition drive underway for November

“There’s a new push to legalize medical marijuana in Oklahoma. Supporters went door-to-door Monday afternoon in Norman to help get the needed signatures to get a proposal on the November ballot. They need more than 155,000 signatures from registered voters, and they’ve only got 90 days to get them.  ‘I talked to the legislature back in February. Nobody would hear the bill; nobody would even talk to us about it, so we are taking it to the people,’ said Norma Sapp, one of the supporters asking for signatures on Monday.  The 90-day period to get the signatures needed ends in mid-August. Cocaine Sales, Prostitution Will Now Be Counted Into Italy’s GDP

“Italy will include prostitution and illegal drug sales in the gross domestic product calculation this year, a boost for its chronically stagnant economy and Prime Minister Matteo Renzi’s effort to meet deficit targets.  Drugs, prostitution and smuggling will be part of GDP as of 2014 and prior-year figures will be adjusted to reflect the change in methodology, the Istat national statistics office said today. The revision was made to comply with European Union rules, it said.  Renzi, 39, is committed to narrowing Italy’s deficit to 2.6 percent of GDP this year, a task that’s easier if output is boosted by portions of the underground economy that previously went uncounted.”

New Mexico court forces employer to pay for medical marijuana

“An injured mechanic who uses medical marijuana as pain treatment can have his former employer and the company’s insurer reimburse him for the drug, a New Mexico appeals court ruled.  The state’s Court of Appeals voted unanimously on Monday to uphold a previous workers compensation court decision that also ruled in favor of the 55-year-old former mechanic, who suffered a lower back injury in 2000, according to court papers.  The Santa Fe mechanic’s former employer, Ben’s Automotive Services, and its insurer, Redwood Fire & Casualty, had objected to reimbursing the man for using medical marijuana as treatment, citing the drug’s illegality under federal law.”

With plans to acquire additional cannabis technology platforms in the future through Surna, which he founded in August, Bollich knows he came to the right place.  ‘This is the Silicon Valley of weed,’ he said.  Surna’s first acquisition is Boulder-based Hydro Innovations, which makes cooling equipment for indoor marijuana cultivation facilities.”

FBI ‘Grappling’ With Hiring Policy Because Top Hackers Smoke Pot

Comey said Monday that if the FBI hopes to continue to keep pace with cyber criminals, the organization may have to loosen up its no-tolerance policy for hiring those who like to smoke marijuana.  Congress has authorized the FBI to add 2,000 personnel to its rolls this year, and many of those new recruits will be assigned to tackle cyber crimes, a growing priority for the agency. And that’s a problem, Mr. Comey told the White Collar Crime Institute, an annual conference held at the New York City Bar Association in Manhattan. A lot of the nation’s top computer programmers and hacking gurus are also fond of marijuana.”

Kentucky Gains Federal Permit For Its Hemp Seeds

“Federal drug officials approved a permit Thursday ending a standoff that had imperiled the state’s experimental plantings this spring, agriculture officials said.  Kentucky’s Agriculture Department expects to receive delivery of the shipment of seeds from Italy on Friday, state Agriculture Commissioner James Comer said. Kentucky’s eight pilot hemp projects for research were put on hold after the seed shipment was stopped by U.S. customs officials in Louisville earlier this month. The state’s Agriculture Department then sued the federal government in hopes of freeing the seeds.  Growing hemp without a federal permit was banned in 1970 due to its classification as a controlled substance.”
