$6 Billion Goes Missing at State Department

“The State Department has no idea what happened to $6 billion used to pay its contractors.  In a special ‘management alert‘ made public Thursday, the State Department’s Inspector General Steve Linick warned ‘significant financial risk and a lack of internal control at the department has led to billions of unaccounted dollars over the last six years.’  For instance, a recent investigation of the closeout process for contracts supporting the mission in Iraq, showed that auditors couldn’t find 33 of the 115 contract files totaling about $2.1 billion. Of the remaining 82 files, auditors said 48 contained insufficient documents required by federal law.”

Western banking regulations could be ‘mutually destructive’: IMF

“Western governments have put in place banking regulations that could be ‘mutually destructive’ and undermine efforts to prevent bust banks from costing taxpayers billions of pounds, according to a report by the International Monetary Fund.  Policymakers representing the world’s biggest financial centres have failed to make the banking sector stand on its own feet by ending implicit subsidies and co-ordinating rescue plans when multinational banks go bust, the Washington-based lender of last resort said.  Subsidies to the banking sector in some countries are as high as they were before the crash, amounting to $590bn (£355bn), with the eurozone the worst affected.”

Microsoft is using your data to target political ads on Xbox Live

“Microsoft is trying to persuade politicians to take out targeted ads on Xbox Live, Skype, MSN and other company platforms as midterm elections begin heating up around the country. The ads, which would appear on the Xbox Live dashboard and other Microsoft products, combine Microsoft user IDs and other public data to build a profile of Xbox users. Campaigns can then blast ads to selected demographic categories, or to specific congressional districts. And if the campaign brings its own list of voter e-mail addresses, Microsoft can match the additional data with individual customer accounts for even more accurate voter targeting.”

U.S. Risks National Blackout From Knockout Of Nine Power Stations

“The study’s results have been known for months by people at federal agencies, Congress and the White House, who were briefed by then-FERC Chairman Jon Wellinghoff and others at the commission.  FERC has given the industry until early June to propose new standards for the security of critical facilities, such as substations.  Executives at several big utilities declined to discuss the risks to substations but said they are increasing spending on security. Virginia-based Dominion Resources Inc., for example, said it planned to spend $300 million to $500 million within seven years to harden its facilities.”

Private Prison Firm Agrees To Nationwide Settlement Over Violence

“GEO Group, which has been become known for inmate abuseviolations, and disregard for the truth, agreed to be subject to OSHA monitoring.  Among the allegations was its willful failure to provide adequate security staff in prisons and to equip staff with essential safety equipment that would protect staff from ‘stabbings, bites, and other injuries.’ Violations included failures as basic as failure to fix malfunctioning locks on cell doors. In one instance, there were only three guards at a prison.  GEO has faced allegations of intentionally under-staffing its prisons in a number of its facilities. In early February, the firm agreed to pay Idaho $1 million to settle a claim of chronic false staffing records.”

FBI investigates private prison company’s Idaho ‘Gladiator School’

“The FBI has begun an investigation of Corrections Corporation of America for the private prison company’s maintenance of Idaho’s largest prison. The company was found to have severely understaffed the violent prison dubbed ‘Gladiator School.’  Corrections Corporation of America (CCA) acknowledged last year that it had violated its $29 million contract with the state by understaffing the Idaho Correctional Center by thousands of hours. An external audit showed CCA fell short of full staffing at the prison by 26,000 hours in 2012 alone. CCA admitted after an AP investigation that employees falsified staffing reports, sometimes claiming guards worked for 48 straight hours.”
