Colorado: State Approves Up To $10 Million For Cannabis Research

“Democrat Gov. John Hickenlooper on Wednesdayapproved legislation to fund observational and clinical research assessing the safety and therapeutic efficacy of cannabis.  The measure earmarks up to $10 million within the state’s medical marijuana program fund to be utilized specifically to “gather objective scientific research regarding the efficacy of administering marijuana and its component parts as part of medical treatment.” The law also establishes a ‘scientific advisory council,’ which may include expert participants from around the nation, to evaluate research proposals and make recommendations in regards to funding requests.”

Feds May Cut Off Water For Legal Marijuana Crops

“Some cannabis growers may soon find themselves with a lot less irrigation water if the U.S. government decides to block the use of federal water for state-legal marijuana cultivation.  The U.S. Bureau of Reclamation, which oversees management of federal water resources, ‘is evaluating how the Controlled Substances Act applies [to] water being used to facilitate marijuana-related activities,’ said the bureau.   Local water districts in Washington state and Colorado, where recreational marijuana is now legal, contract with federal water projects for supplies. Officials from some of those water districts said they assume the feds are going to turn off the spigots for marijuana growers.”

Texas Governor Candidate Welcomes ‘Bitcoin Community’ to Campaign

“Texas Attorney General Greg Abbott, who’s running for governor against Wendy Davis, has a new plan to attract young, digitally-savvy voters: Bitcoin.  Abbott’s campaign announced this week that it would officially accept the cryptocurrency donations.  In a stump speech on Wednesday, Abbott said, ‘We welcome the Bitcoin community to join our team.’  Bitcoin users tend to be young, white, libertarian males. This is partly because Bitcoin is completely decentralized and outside the Federal Reserve’s purview. While Abbott isn’t one of the politicians calling to ‘End the Fed,’ he is definitely a proponent of states rights. As Attorney General, he sued the federal government 27 times.”

Poll: Three-fourths of US says pot will be legal

“Three-fourths of Americans say it’s inevitable that marijuana will be legal for recreational use across the nation, whether they support such policies or not, according to a public opinion poll released Wednesday that highlights shifting attitudes following the drug war era and tough-on-crime legislation.  The Pew Research Center survey also shows increased support for ending mandatory minimum prison sentences for non-violent drug offenders and doing away altogether with jail time for small amounts of marijuana.  Since California became the first state to legalize medical marijuana in 1996, at least 19 others and the District of Columbia have followed suit.”

How Many Pounds of Marijuana Are Being Sold in Colorado A Month?

“The crime rate in Denver, Colorado’s largest city, has gone down by 2.4%, with property crime falling by 14.6%, in the past year — all while enough ganja is being sold in the state to make Cheech and Chong blush.  The fear mongering that we always hear about marijuana is being exposed for exactly what it is. ‘If voters [legalize marijuana], I believe there will be many harmful consequences,’ said Sheriff David A. Weaver before the amendment was passed. ‘Expect more crime … I think our entire state will pay the price.’  Meanwhile, three months into the legalization experiment, consumers are buying over $14 million worth of product a month. That works out to approximately 1,683 pounds of pot.”

Maryland Gov. O’Malley to sign marijuana decriminalization bill

“Martin O’Malley says he will sign a bill decriminalizing the possession of small amounts of marijuana. The bill would impose civil fines rather than criminal sanctions for carrying less than 10 grams of the drug.  The Maryland Senate approved the legislation Monday on a 38-8 votes. Although it has been a battle to get the legislation on the statute books and on Saturday the House of Delegates passed the bill by just seven votes. Opponents had been insisting that decriminalization would have sent the wrong message about drug use. The bill also narrowly escaped efforts by House judiciary Committee Joseph F Vallario Jr. (D-Prince’s George’s) and others to kill it in committee.”

“In July of 2013, Illinois became the last state in the union to enact a concealed carry law. In January of this year, the state began accepting applications for permits. This week, Chicago police announced that the city’s first quarter murder rate was the lowest since 1958.  Coincidence? Hard to say. And too early to tell. Cuomo has touted the program as a way to entice new businesses to New York, which is among the highest-taxed states in the country.  The state is spending taxpayers’ money on ads running across the country to promote the program.  Existing businesses have expressed concern that the new companies will have an unfair advantage.  If accepted into the initiative, businesses will operate with no income tax, business tax, corporate tax, state taxes, local taxes, sales tax, property tax and franchise fees for 10 years.
