Google pulls leading robots from DARPA involvement

“ATLAS, a stompy kill-bot created by Boston Dynamics, and SCHAFT, a more abstract but well-balanced man-bot created by a Japanese company of the same name, were recently purchased by Google, which has made a rather abrupt overall turn toward robotics research. Schaft’s decisive first place and ATLAS’ strong second-place finish in the first leg of DARPA’s Grand Challenge are now basically Google’s by corporate marriage. That’s a problem for DARPA, since Google has vowed not to pursue any military contracts in the future — and this week, that policy finally came into effect.  DARPA and Google have two competing narratives as to why this happened.”

US military wants a portable, bullet-resistant wall that fits in a can

“The group suggested the idea, which is nicknamed Block Access to Deny Entry (BlockADE), in a request for information that was spotted by io9. In short, it asks for a way to ‘construct a barrier without human intervention,’ meaning no touching anything. You just hit a button, or pull a tab and it should expand into a barrier that DARPA says would be ‘orders of magnitude’ in size. That barrier would then need to keep — or at least slow — somebody from getting through it using a saw or other hand tool. Better yet, DARPA suggests it could offer resistance from ballistic devices (like bullets or rockets), be see-through, and be reversible back down to a smaller state if need be.”

US police departments are increasingly militarised: report

“The hardware and tactics of the war zone are quietly proliferating at home.  The ACLU’s report, War Comes Home, looks at 818 Swat incidents that were carried out by more than 20 law enforcement agencies in 11 states. The raids spanned the period from July 2010 to last October.  At the very least, the ACLU finds, the growing use of battering rams to smash down doors is causing property damage to the homes that are raided. At worst, people are dying or being injured by police teams deploying the techniques of the battlefield.  The ACLU found that 79% of Swat team raids were on private homes, and only 7% were meant for intended for missions in line with Swat teams’ original purposes.”

That’s where this tale of crony capitalism gets interesting.  Cantor was the #1 congressional supporter of the Export-Import Bank (Ex-Im), a little-known federal agency whose ostensible purpose is to encourage US exports. Ex-Im makes or guarantees loans to foreign companies, which use those loans to purchase US products.  Without Cantor’s support, Congress may pull the plug on Ex-Im. That would be good news for taxpayers and the airline industry, but terrible for Boeing.”

Obama, In Europe, Announces $1 Billion European Defense Plan

“The $1 billion security plan [is] intended to demonstrate the United States’ ‘rock-solid commitment’ to stand with Central and Eastern Europe against Russian aggression, but it did not settle nerves rattled by the crisis in neighboring Ukraine.  Arriving here for the start of a four-day swing through Europe certain to be dominated by the continuing tension with Moscow, Mr. Obama announced a program to expand military training, joint exercises and troop rotations while prepositioning equipment in the region to bolster defenses for American allies.  The president’s main goal here in Warsaw was to reassure NATO allies that once were in the Soviet orbit that they could count on American support.”

The Pentagon is making big investments in biofuels, for example, and is working climate change into high-level strategic planning.  There is no exact budget line for climate change. The Government Accountability Office in 2011 documented a big increase in federal spending, from $4.6 billion in 2003 to nearly $9 billion in 2010.”
