Estonia opens online applications for world’s first e-residency program

Dear current and future e-Residents,

Hello from Tallinn! The big day has finally arrived — we have just launched the e-Residency online application site!

As of this morning, it is now possible to apply for e-Residency at e-resident.gov.ee (https://e-estonia.com/e-residents/about/?utm_source=newsletter4&utm_medium=email&utm_content=1&utm_campaign=eresident ) anywhere in the world. Once your application is approved, just one face-to-face meeting is required to collect the card!

To begin, visit e-resident.gov.ee (https://e-estonia.com/e-residents/about/?utm_source=newsletter4&utm_medium=email&utm_content=1&utm_campaign=eresident ) , fill in the online application, upload your photo and a
photo of your identity document, state your reason for applying and pay a 50 euro state fee. We ask for your application motivation to have an overview of our customers (you!). We also want to manage the risks and conduct the necessary background checks to prevent digital identity misuse.

Once your application has been submitted, the Estonian Police and Border Guard Board will carry out your background check. Once your application is approved, you will be invited to your chosen pickup location to identify yourself, give fingerprints and collect your e-Resident smart ID card and card reader. The whole process should take about a month.

You can pick up the card from our foreign embassies and consulates in 34 countries around the world, or at Police and Border Guard Board service points in Estonia. Please note that the Estonian honorary consuls do not issue e-Residency and we currently do not plan to expand the number of pickup locations.

As of today e-Residents can:

  • Establish an Estonian company online within a day. At the moment a physical address in Estonia is required, which may be obtained using a virtual office service provider.
  • Administer the company from anywhere in the world.
  • Conduct e-banking and remote money transfers. Establishing an Estonian bank account currently requires one in-person meeting at the bank, and is at the sole discretion of our banking partners.
  • Access online payment service providers
  • Declare Estonian taxes online. e-Residency does not automatically establish tax residency. To learn about taxation and to avoid double taxation please consult a tax professional.

We continue to work with the private sector and government agencies to enhance our existing services and create new programs for e-Residents. As an example, it currently requires an in-person meeting to open a bank account, or the help of virtual office providers to establish a company with a legal Estonian address. We are working hard to make these services more accessible and user-friendly soon. Stay tuned.

Our government is developing e-Residency like a startup. We launched it fast and agile, and we are constantly working to improve and extend this revolutionary program. e-Residency is now in a public beta phase:  everybody is invited to apply and help us cater it best to you, the new e-Estonian — a new kind of digital and global citizen. For that, we depend on your feedback and guidance.

Since the issue of security has recently been raised, I feel that it is important to tell you about it as well. A digital identity itself does not bring along new risks, such as money laundering. Instead, it makes existing risks more visible and manageable as digital footprints are easily traceable. We have extensive logging and fraud analysis, which we make use of at our discretion and on reasonable suspicion. We also thoroughly check the background of prospective e-Residents to make sure we can trust them as future members of the Estonian e-Society.

Estonia is known worldwide for its advanced cybersecurity competence, and we take good care to mitigate the possible risks of e-Residency. The e-Resident ID itself as well as the services are built on state-of-the-art technological solutions, such as 2048-bit public key encryption. Procedures and practices are in place to ensure the safety of e-Residents’ data and that limit possibilities for misuse.

We have learned that people from around the world view e-Residency as an opportunity to fulfil their dreams, venture across digital borders, and free themselves from corporate bureaucracy. Our long term vision is to offer to every world citizen a government-issued digital identity and the opportunity to run a trusted company online, unleashing the world’s entrepreneurial potential.

The e-Residency application portal was officially launched this morning at Nordic Digital Day, a one-day conference about Nordic ICT innovations and reforms held during ICT Week 2015 in Tallinn, Estonia.

Warrantless airport seizure of laptop “cannot be justified,” judge rules

“The authorities who were investigating Jae Shik Kim exercised the border exception rule that allows the authorities to seize and search goods and people—without court warrants—along the border and at airport international terminals. US District Court judge Amy Berman Jackson noted that the Supreme Court has never directly addressed the issue of warrantless computer searches at an international border crossing, but she ruled (PDF) the government used Kim’s flight home as an illegal pretext to seize his computer. Authorities then shipped it 150 miles south to San Diego where the hard drive was copied and examined for weeks, but the judge said the initial seizure ‘surely cannot be justified.'”

Rand Paul threatens Patriot Act filibuster

“Sen. Rand Paul (R-Ky.) said in an interview published Monday that he will filibuster a reauthorization of provisions within the Patriot Act.  ‘I’m going to lead the charge in the next couple of weeks as the Patriot Act comes forward,’ the GOP presidential candidate told the New Hampshire Union Leader. ‘We will be filibustering. We will be trying to stop it. We are not going to let them run over us. And we are going to demand amendments and we are going to make sure the American people know that some of us at least are opposed to unlawful searches.’  Senate Majority Leader Mitch McConnell (Ky.) has said that he favors a full reauthorization of the measures.”

Michigan tax hike suffers worst ballot smackdown in decades

“Proposal 1 suffered the worst defeat Tuesday of any Michigan constitutional amendment ballot measure since the current constitution was adopted more than a half-century ago, as 80.1 percent of voters rejected the sales tax increase and road funding plan.  This year’s thumping occurred even though the measure was backed by Gov. Rick Snyder as well as the Republican and Democratic legislative leaders from last year’s Michigan House and Senate. The Safe Roads Yes campaign ended up amassing about $9.5 million, 27 times as much money as the roughly $350,000 the three opposition campaigns had combined.”

NSA mass phone surveillance revealed by Edward Snowden ruled illegal

“The US court of appeals has ruled that the bulk collection of telephone metadata is unlawful, in a landmark decision that clears the way for a full legal challenge against the National Security Agency.  A panel of three federal judges for the second circuit overturned an earlier ruling that the controversial surveillance practice first revealed to the US public by NSA whistleblower Edward Snowden in 2013 could not be subject to judicial review. The judges opted not to end the domestic bulk collection while Congress decides its fate, calling judicial inaction ‘a lesser intrusion’ on privacy than at the time the case was initially argued.”

Supreme Court: Cops can’t hold suspects to wait for drug-sniffing dog

“The Supreme Court ruled 6-3 on Tuesday that the Constitution forbids police from holding a suspect without probable cause, even for fewer than 10 extra minutes.  Writing on behalf of the court, Justice Ruth Bader Ginsburg declared that the constitutional protections against unreasonable search and seizure prevent police from extending an otherwise completed traffic stop to allow for a drug-sniffing dog to arrive.  According to the Supreme Court, while officers may use a dog to sniff around a car during the course of a routine traffic stop, they cannot extend the length of the stop in order to carry it out.”

Court returns rare gold coins Treasury seized from jeweler’s family

“A fortune in 1930s gold coins seized by the federal government from the family of a deceased Philadelphia jeweler must be returned, a federal appeals court said Friday.  For more than a decade, the U.S. Treasury Department insisted, and persuaded a jury, that the rare coins had been stolen and belonged to the government.  But on Friday it lost the argument and the coins – because of paperwork.  The U.S. Court of Appeals for the Third Circuit said the government had failed to file a timely forfeiture action, and therefore had waived its right to keep 10 rare 1933 $20 double eagle gold coins. How valuable were they? One similar coin was auctioned for $7.6 million in 2002.”

Russia readies end to Greek food embargo: Economy Minister

“Russia is also considering rescinding food sanctions against Cyprus and Hungary.  Greece has been hit especially hard by the ban, as more than 40 percent of Greek exports are to Russia. In 2013, more than €178 million in fruits and conserves were exported to Russia.  Up until the ban, Russia had been Greece’s biggest single trading partner worth $12.5 billion (€9.3 billion) by 2013, more than double the 2009 figure.  Russia’s agricultural food ban applies to EU countries and is not due to expire until August 2015, a year after the restrictions were imposed in response to Western sanctions. The ban also applies to the US, Australia, Canada, Japan, and Norway.”

‘Iran, Eurasian Econ. Union mulling over free trade zone’

“The Islamic Republic of Iran and the Eurasian Economic Union (EEU) are reportedly considering the possibility of an agreement on a free trade zone.  This was discussed at a meeting of Iran’s Ambassador to Russia Mehdi Sanaei and the chairman of the Eurasian Economic Union’s Board Viktor Khristenko, IRNA reported.  The two sides discussed the ways and format of further cooperation between the EEU and Iran for a long-term perspective. The regional trading bloc introduces the free movement of goods, capital, services and people and provides for common transport, agriculture and energy policies, with provisions for a single currency and greater integration in the future.”
