“Backers of marijuana legalization have long argued that ending the war on a plant and lifting prohibition on cannabis means big money for California. And Attorney General Kamala Harris agrees with them.  If California legalized marijuana, the state would save ‘hundreds of millions of dollars,’ according to the Attorney General’s office. That’s on top of hundreds of millions more in potential tax revenue — meaning legal weed could, conservatively, put California half a billion dollars in the black.  That’s real money.  This isn’t Harris being weed-friendly, either: this is an analysis required by law.”

Uruguay may have started a marijuana legalization storm

“It’s barely been a month since Uruguay moved to legalize marijuana, and yet the effects of the decision are already being felt well outside of its borders.  Neighboring Argentina, a long-time proponent of keeping marijuana illegal, gave its first indication that Uruguay’s pivot has tempted it to at least consider legalizing the drug.  There are signs that Mexico is pondering legalization too.  Chile already allows adults to privately consume drugs, and may be on the verge of mulling further legalization of marijuana.  An overwhelming majority of Argentine, Chilean, and Mexican youth are in favor of legalization—81%, 79%, and 73%, respectively.”

Colorado Makes History with First Legal Retail Marijuana Sales

“For many people New Year’s Eve means going to bars and celebrating with a night of drinking and carousing with their friends. For Adam Hartle and Anthony Hasham, the night was a little different. The duo flew into Denver from Jacksonville, Florida, in order to be first in line for Colorado’s historic legal retail marijuana sales. Hartle and Hasham came prepared with a tent, and set up camp in front of 3D, Denver’s Discrete Dispensary at 6:00pm on New Year’s Eve. They were the first to arrive, making it even before the news cameras.”

Utah Gets Ready To Do Without the Feds

“Like most westerners, Utahns are pissed about federal control of land and purse strings. Unlike most, though, they seem serious about reshaping that relationship.  In 2012, Utah passed the Transfer of Public Lands Act, essentially demanding that the federal government surrender the two-thirds of the state controlled by Washington, D.C. Other western states are considering similar measures, but Utah paved the way.  But Utah is preparing to go a step further and plans for a future that isn’t funded by federal largesse. The state passed a series of bills as part of a Financial Ready Utah movement.  Utahns foresee a day when whatever they want done will have to be paid by local funds.”

Northern California counties revive an old idea for a breakaway state

“Late this month another voice joined the mix: Citing the State of Jefferson movement as inspiration, Silicon Valley venture capitalist Tim Draper launched a state ballot initiative to carve up California — into six states.  Political analysts say congressional Democrats would never go for it. But an elated Baird is working to arrange a meeting with Draper.  But Mark Baird and others are convinced that a ‘more favorable regulatory environment’ could help them boost a region with some of California’s highest poverty and unemployment rates.  They expect they might be ignored in Sacramento. In that event, they plan to take their fight to federal court to try to poke holes in Reynolds vs. Sims.”

FinCEN: Bitcoin Miners Need Not Register as Money Transmitters

“According to the letter, miners are still free to purchase goods or trade with exchanges with the bitcoins they produce whether operating as individuals or businesses.  The news should come as a relief for smaller-scale mining operations. Jerry Brito, senior research fellow at  the Mercatus Center, indicated that FinCEN wrotein a private letter last July that all miners would have to register as MSBs, and uncertainty had remained since then.  This could have put many individuals out of the mining business with its range of compliance regulations, such as having an auditor on staff.  The exact wording of the letter still leaves some room for interpretation, though.”

Arizona Dispensaries Sold 2.5+ Tons of Medical Marijuana in First Year

“Arizona’s medical-marijuana dispensaries sold more than 2.5 tons of marijuana in the past 12 months, officials say.  From December 6th, 2012 — opening day for the state’s first state-authorized dispensary, Arizona Organix — to December 9th of this year, 5,279 pounds of marijuana were sold, according to the Arizona Department of Health Services. The health department provided the numbers this morning following a New Times records request made last month.  Online records show 77 dispensaries are now open across Arizona, with a few more scheduled for openings in early 2014. Voters approved Arizona’s medical-marijuana law, which authorizes the shops, in a 2010 ballot initiative.”
