“The F.B.I. is developing what it calls its ‘next generation identification’ project to combine its automated fingerprint identification system with facial imagery and other biometric data.  The State Department has what several outside experts say could be the largest facial imagery database in the federal government, storing hundreds of millions of photographs of American passport holders and foreign visa applicants. And the Department of Homeland Security is funding pilot projects at police departments around the country to match suspects against faces in a crowd.  The N.S.A., though, is unique in its ability to match images with huge troves of private communications.”

FBI Director Doesn’t Think Agency Will Spy On Americans With N.G.I.

“FBI Director James Comey insisted during a House Judiciary Committee Hearing Wednesday that his agency doesn’t — and will not — use the government’s sophisticated facial recognition technology to keep tabs on innocent civilians. But earlier this year, a Freedom of Information Act request filed by the EFF revealed that the FBI plans to database more than 52 million pictures in its Next Generation Identification facial recognition program by next year.  Pressed by Representative Zoe Lofgren, a Democrat who represents a district squarely situated in California’s Silicon Valley, Comey added that some non-criminals might be included if they apply for certain jobs or licenses.”

VTA can keep transit cardholders’ personal data for seven years [2012]

“The resolution also calls on the commission to encrypt travel information on the Clipper card, which can be read by scanning it with a smartphone app called FareBot.  Randy Rentschler, a spokesman for the transportation commission, said he did not see the need for the legislation.  Use of the card, accepted by every major Bay Area public transit system, is soaring with 689,000 transactions a day and more than 1 million active Clipper cards. Every time a user swipes the card for BART or Muni, the information is saved.  In 2010, California enacted a law limiting the use of data collected on bridges and toll roads through FasTrak devices, but Clipper cards were not included in the legislation.”

77,000 Foreign Banks To Share Account Info With IRS

“Nearly 70 countries have agreed to share information from their banks as part of a U.S. law that targets Americans’ assets overseas.  Starting in March 2015, these financial institutions have agreed to supply the IRS with names, account numbers and balances for accounts controlled by U.S. taxpayers.   The law requires American banks to withhold 30 percent of certain payments to foreign banks that don’t participate in the program — a significant price for access to the world’s largest economy.  The withholding applies to stocks and bonds, including U.S. Treasurys. Some previously owned securities would be exempt from the withholding, but in general, previously owned stocks would not.”

But the two now find themselves trying to fix their malfunctioning health insurance exchanges and seeking federal approval to spend more money to do so.  When states first applied for what are called Establishment Grants to build their online marketplaces, they had to predict the costs. Going over those costs requires them to resubmit plans to spend money that would have either returned to the federal government or gone to future changes.”

“Motorists must get used to driving at 40mph on the motorway, the civil servant in charge of Britain’s roads has said as he admitted the roads will get ‘slower and slower’.  Labour said the admission was evidence that a decision to cut infrastructure spending in the early years of the Coalition meant that officials now had to manage congestion rather than invest in new roads.  The Agency is in charge of maintaining 4,300 miles of England’s motorways and A roads.
