Cannabis Retail Regulatory Environment: Six Jurisdictions

“The following report attempts to detail the regulatory environment for cannabis retail operations for the recreational market under six jurisdictions in the United States and internationally.  All material is factual and current to the date of this publication but should not be relied upon as legal advice.  Few codes for retail sales of marijuana have been written, especially in the United States, and all carry explicit disclaimers that regulators may amend laws in the future.  Investors and prospective retailers should look to the original source documents listed at the end of this report for the most recent established code.”

The Successor to Keynes

“The words, ‘Brilliant!’ ‘Ground-breaking!’ and ‘Visionary!’  will no doubt be seen in many reviews of Mr. Piketty’s book.  He recommends: Uniform global taxation; Confiscatory tax on inherited wealth; 15% tax on capital; 80% tax on annual incomes over US$500,000; Enforced transparency on all bank transactions; Overt use of inflation to redistribute wealth downwards.  Why didn’t anyone else think of this brilliant plan?  Well actually, they did. In fact, the above is essentially the shopping list of the IMF, the EU, the OECD and, in fact, many of the governments that make up what was formerly described as ‘the free world.'”

Relaxed One-child Policy Intensifies China Midwife Shortage

“Guangdong province is expected to see a big baby boom after relaxing its birth control policy in late March to allow couples to have a second baby if either parent is an only child.  With a population of more than 100 million, Guangdong tops the country’s most populous provinces. About 150,000 households in Guangdong are qualified to have a second child.  It is forecast that Guangdong will see the number of babies born increase by 10,000 to 15,000 in 2014.  China’s family planning policy was first introduced in the late 1970s to rein in the surging population by limiting most urban couples to one child and most rural couples to two children, if the first born was a girl.”

Chinese woman, 64, allowed to defy one-child policy with IVF twins

“Mrs Hailin said that she and her husband wanted to have the twins to ‘survive and free myself from loneliness.’  So, in a rare move for the country which enforces a one-child policy, a military hospital in Heifei agreed to give Mrs Hailin and her husband IVF treatment.  In November last year, the Chinese government announced couples could have two children if one parent is an only child.  An estimated one million families in the country have lost their sole descendant since the one child policy took effect in the late 1970s, and another four to seven million are expected to do so in the next 20 to 30 years.  Such families face uncertain futures, with no one to help them through old age.”

“Congestion pricing” part of Mtn. View city plan for Google’s growth

“City Council members have long discussed a hard limit on commuter car trips into North Bayshore. Council members have been inspired by success with such a cap imposed by the city of Palo Alto, which prevents the Stanford campus from expanding unless car trips are kept at 1989 levels.  The council’s goal is to make solo driver car trips only 45 percent of all commute trips into North Bayshore. The number now stands at 61 percent for Google alone. A total of about 6.4 million square feet is potentially coming to Mountain View soon, bringing tens of thousands of more commuters and potential residents to the city with a general plan that makes room for only about 7,000 new homes by 2030.”

Your phone is a gateway for spying on you by anyone

“Technologies called MZ-catchers are very effective tool to finding out the unique identifiers on someone’s SIM card and on their mobile phone to find out who is there. So if you imagine that 20 years ago you might have needed a police officer to stop and arrest someone or to stop and search them and ask for ID to get a full list of everyone who is there, now a very affordable piece of equipment can be deployed. You can set the radius of how far you want to kind of scoop up. And then you get a list of every single mobile phone there, which can be tied back to an individual. So it is an exceptionally powerful tool at unmasking anonymous protest.”

Biometric payments system trialled by Swedish university

“An engineering student at Lund University in Sweden has launched a biometric vein-scanning payment technique for stores and coffee shops in the country. After talking to players involved in vein-scanning terminals, banks and stores, a system that worked was developed. There are now currently 15 stores and restaurants, mainly around the Lund University campus, that use the terminals, with 1,600 active users.  Other countries have also begun using biometrics as a payment method. Banks in Japan use vein technology, which allows customers to take money out from their accounts and helps reduce the risk of fraud.”

Venezuela issues ID cards to curtail food hoarding

“Battling food shortages, the government is rolling out a new ID system that is either a grocery loyalty card with extra muscle or the most dramatic step yet toward rationing in Venezuela, depending on who is describing it.  Registration began Tuesday at more than 100 government-run supermarkets across the country.  Patrons will register with their fingerprints, and the new ID card will be linked to a computer system that monitors purchases. On Tuesday, Food Minister Felix Osorio said the process was off to a smooth start. He says the system will sound an alarm when it detects suspicious purchasing patterns, barring people from buying the same goods every day.”

Zoning’s Racist Roots Still Bear Fruit

“Progressivism likes to think of government as defending minorities from discrimination by private enterprise. But time and again, history has shown progressive ideas marching in lockstep with racist motives.  The cities employing racial zoning included many Southern ones: Norfolk, Atlanta, Louisville, Birmingham, and more. But they were not limited to the South: Chicago practiced a form of racial zoning, too. San Francisco and other California cities used it to keep Chinese laundries in their place.  In Richmond, a 1911 zoning ordinance made it illegal to sell a house on a majority-white block to a black person, or a house on a majority-black block to a white person.”

Out of the ‘Shadows’: Pot Sellers Can Now Do Business With Banks

“The Obama administration issued new rules Friday intended to ease the concerns of banks wanting to deal with businesses that legally sell marijuana.  While 20 states and the District of Columbia have passed laws allowing the sale of medical and recreational marijuana, its production, sale, and possession remain illegal under federal law. And because the federal government regulates banking transactions, marijuana dealers have been unable to get banks to do business with them.  As a result, dealers operate strictly with cash, creating a tempting target for thieves. Treasury officials say the revised rules should reduce the dangers associated with conducting an all-cash business.”
