“Under the San Diego Regional Water Quality Control Board’s draft rules, ordinary homeowners may face six years in prison and fines of $100,000 a day if they are deemed serial offenders of such new crimes as allowing sprinklers to hit the pavement, washing a car in the driveway, or, conceivably, failing to pick up dog poop promptly from their own backyards, let alone the sidewalk.  Cities throughout San Diego, south Orange and southwest Riverside counties must enforce the law, and set up 24-hour hot lines for people to report violations by their neighbors.”

Rampant recycling fraud is draining California cash

“California’s generous recycling redemption program has led to rampant fraud. Crafty entrepreneurs are driving semi-trailers full of cans from Nevada or Arizona, which don’t have deposit laws, across the border and transforming their cargo into truckfuls of nickels.
The illicit trade is draining the state’s $1.1-billion recycling fund. Government officials recently estimated the fraud at $40 million a year, and an industry expert said it could exceed $200 million. It’s one reason the strapped fund paid out $100 million more in expenses last year than it took in from deposits and other sources.”

Power vs. Market in California

“The California Air Resources Board yesterday granted refineries permission to make an early shift to winter-blend gasoline, typically not sold until after Oct. 31. Due to the composition of the gasoline, refiners can produce more of the winter blend than the summer blend. California is dependent on its own refineries for gasoline because the state is mostly cut off from oil-products pipelines spanning the rest of the country. Refiners outside California are generally not equipped to supply the cleaner-burning gasoline required in the state.”

U.S. Army Opens Bids To Buy $7 Billion In Renewable Energy

“On Tuesday the Army began accepting bids for green energy installations that will be deployed on military bases and facilities across the U.S. The Army will sign contracts to buy the electricity generated by solar, wind, geothermal and biomass projects for up to 30 years.  Instead of paying the local utility for its electricity, a base would pay a solar energy company like SolarCity or Sungevity. That creates business for renewable energy companies as well as economies of scale that in the long run can lower the cost of green power.”

Shimmering waste trucks now line the streets, but these multinational waste disposal corporations are only contractually obligated to recycle 20 percent of what they collect, leaving the rest to rot in giant landfills.”

Scientists Plan to Block the Sun Using Man-Made Clouds

“A pair of Harvard engineers have announced that they intend to spray thousands of tons of particles into the sky to block the sun’s rays—within the coming year.  The pair plan to launch a balloon to ascend 80,000 feet over Fort Sumner, New Mexico, before pumping out tens or hundreds of kilograms of sulphate aerosols into the sky. The idea is that the particles will reflect sunlight back into space, helping decrease the temperature of the Earth.  In theory, they’re replicating the effects they’ve observed as volcanoes spew out similar sulphates into the atmosphere. In practice… well, there is no practice.” [It’s called ‘air pollution’ when anyone but the government does it.]

Other geoengineering ideas have included pumping aerosols into the atmosphere to block out solar radiation or tucking away excess carbon in underground reservoirs.  Ocean fertilization is a controversial idea, prompting protest from those who fear the unintended environmental impacts it may have.” [To hell with the environmental objections.  We’ve got an environment to save!]
