“The draft Investigatory Powers bill has just been published in the UK while the US senate has voted through a proposed Cybesecurity Information Sharing Act.  Both nations are pursuing an aggressive path toward entrenching surveillance powers at the cost of citizens’ privacy. Both bills disregard privacy considerations: CISA through its power that subordinates other laws, the Investigatory Powers bill by expressly authorising bulk data collection with very little meaningful independent oversight.  It is hard to see how either of these bills is even a nod in the right direction.  They read like a confirmation that business as usual continues for the likes of the NSA and GCHQ.”

US nearly detonated atomic bomb over North Carolina [2013]

A secret document, published in declassified form for the first time by the Guardian today, reveals that the US Air Force came dramatically close to detonating an atom bomb over North Carolina that would have been 260 times more powerful than the device that devastated Hiroshima.  The document, obtained by the investigative journalist Eric Schlosser under the Freedom of Information Act, gives the first conclusive evidence that the US was narrowly spared a disaster of monumental proportions when two Mark 39 hydrogen bombs were accidentally dropped over Goldsboro, North Carolina on 23 January 1961.”

Hollande Orders French Borders Closed; Paris Under Mandatory Curfew

“French President Francois Hollande said a state of emergency would be declared across France and national borders shut following a spate of attacks in Paris on Friday evening in which he said dozens were killed and several wounded.   Shortly after the speech, Hollande’s office announced that he was canceling his participation at the G20 meeting in Turkey this weekend.  A mandatory curfew was instituted in Paris, the first since 1944, according to the Associated Press.  Shortly after midnight Paris time, a French government official said the country’s state of emergency had gone into effect.”

Hollande’s approval rating slumps again [Oct. 2015]

“The poll found just 20 percent of respondents were satisfied with Hollande’s performance, down from 23 percent in September and a sizable fall from 29 percent in January, when the president was widely praised for his response to the Islamist attacks in Paris.  A poll last week for the web site Atlantico found that Hollande’s Socialist Party would trail in third in regional elections to be held in December behind Nicolas Sarkozy’s Les Républicains and Marine Le Pen’s National Front.  Hollande has been in Iceland, where he visited a glacier to see the effects of global warming ahead of climate change talks in Paris later this year.”

TSA remains terrible at securing transportation, internal report shows

“The systematic failures in TSA security checks were consistent across every airport, with auditors seeing 95 percent success rates smuggling bombs and guns into secure areas of airports. The IG found that the TSA does not have adequate monitoring of airport operators to determine if they have properly performed background checks on job applicants, and that criminal histories are rarely documented electronically. That means the TSA is unable to determine with certainty if criminals are gaining access to secured areas of airports.”

Runaway $168 million JLENS balloon downed by police shotgun blasts

“The wayward JLENS aerostat, which left a trail of power outages caused by the 6,000 feet of cable it dragged for over 160 miles on Wednesday, was hit by a barrage of shotgun fire to remove its remaining helium.  The military has labeled the incident as a Class A mishap, an aviation accident classification for events that took no human life but caused over $2 million in property damage or caused injury.  The incident throws yet another shadow on the JLENS program, which has thus far cost over $2 billion. Raytheon had been marketing the aerostats to the government for use in border monitoring.”

The blimp is part of a program called Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System (JLENS). Billed as “the future of defense” by military contractor Raytheon, the 17-year-old JLENS project has become a costly and ineffective “zombie” program, which has proven impossible to kill because of intense lobbying, an LA Times investigation found:

A 2012 report by the Pentagon’s Operational Test and Evaluation office faulted the system in four “critical performance areas” and rated its reliability as “poor.” A year later, in its most recent assessment, the agency again cited serious deficiencies and said JLENS had “low system reliability.”

Each JLENS blimp costs about $182 million, and the entire project has a pricetag of about $2.7 billion.

It’s not clear how authorities managed to bring the blimp—which normally operates at an altitude of 10,000 feet—to ground. As the Baltimore Sun reported, Raytheon says on its website (pdf) that “in the unlikely event” one of the aircraft comes unmoored, “there are a number of procedures and systems in place which are designed to bring the aerostat down in a safe manner.”

The system consists of two blimps stationed in Maryland—technically aerostats, since they are (or were) tethered and have no propulsion—that use sophisticated radar to monitor the skies all the way from Canada to North Carolina.

JLENS has been hampered by cost overruns and failures, such as its inability to detect a man who landed his ultralight gyrocopter on the US Capitol grounds.

$21 million later, London police stop waiting out Assange at embassy

After spending millions to station officers for over 1,200 days on the off-chance that Julian Assange would step out of the Ecuadorian Embassy in London, the Metropolitan Police Service announced Monday that it would remove its constant overt presence outside the building.  Assange has remained inside the embassy for over three years. Should he leave and be arrested, he would be extradited to Sweden and possibly onto the United States where he is likely being investigated (PDF) for possible crimes related to WikiLeaks.  For now, Assange has not been formally charged with a crime in Sweden.”
