“Tim Draper filed his proposed 2018 ballot initiative on Friday asking voters to split California into three new states: Northern California, California and Southern California. ‘The citizens of the whole state would be better served by three smaller state governments while preserving the historical boundaries of the various counties, cities, and towns,’ Draper wrote in the initiative’s statement of findings.”

State-Run Single-Payer Health Care: Prohibitively Expensive—and Illegal?

“State lawmakers in California and New York voted this year to pass state-run single payer health care plans, despite the fact that both states would need to double their existing tax revenue to pay for the new entitlement. But even if those political hurdles are overcome, and even if the two states figure out how they are going to come up with the necessary tax revenue—about $400 billion in California’s case, and somewhere between $91 billion and $225 billion in New York’s—to make those systems functional, both may run into another problem: The whole thing could be against the law.”

California’s Single-Payer Health Plan Costs More Than the State’s Whole Budget

“The list of states that have tried to go single-payer is still a small sample size, but a fairly wide ranging one. It includes states with large populations and small ones. States with a variety of economies and tax systems. States that are growing quickly and those that aren’t. Despite that range of variables, one thing remains constant: state-level single-payer health plans would require massive increases in tax revenue, equal or larger than the amount of revenue consumed by every other state-level program in a single year.”

Judge Orders California DA To Return Family’s Confiscated Life Savings

“The San Diego District Attorney (DA) seized all of the family’s money from their bank accounts on February 2, 2016, following a raid on James Slatic’s legal medical marijuana business. Although no one has been charged with any crime, the DA used civil forfeiture laws to seize more than $55,000 from James’ personal bank account, more than $34,000 from his wife, Annette, and more than $5,600 each from their teenage daughters Lily and Penny, who had saved the money for college. Judge Ipema’s order requires the DA to return all $100,693.85 to the Slatics.”
Calif. legislature will force schools to teach Russians hacked 2016 election

“California Assemblymember Marc Levine (D) intends to introduce legislation to change school curricula to include the role of Russian hacking in the 2016 presidential election. ‘Students need to understand how [President] Trump’s policies are colored by the way he rose to power,’ said Levine. He says he will introduce the ‘Pravda Act of 2017’ within the next few weeks. ‘We have a duty to history to make it remember the Kremlin’s decision to hand pick a candidate,’ said Levine.”
Calif. government covered up $1.9B budget shortfall for months

“Gov. Jerry Brown’s administration miscalculated costs for the state Medi-Cal program by $1.9 billion last year, an oversight that contributed to Brown’s projection of a deficit in the upcoming budget, officials acknowledged this week. The administration discovered accounting mistakes last fall, but it did not notify lawmakers until the administration included adjustments to make up for the errors in Brown’s budget proposal last week. The Democratic governor called for more than $3 billion in cuts because of a projected deficit he pegged at $1.6 billion.”
More US cities charging illegal “Netflix tax” to residents

“The Pasadena city council has been taking heat for weeks, after announcing a 9.4 percent tax on streaming video. They’re calling it a utility, so it can be taxed like water and electricity. It happened when Pasadena voters modernized a law in 2008 to tax cell phones like landlines, never anticipating it could be applied to video streaming. Forty California cities now have similar laws. Chicago is currently being sued for charging a 9 percent tax on video streaming. And Pennsylvania’s charging a 6 percent sales tax on everything, from apps to downloads, to help close a $1.3 billion budget gap.”
