Feds Float Trial Balloon; ‘Consider’ Targeting American In Drone Strike

“An American citizen who is a member of al-Qaida is actively planning attacks against Americans overseas, U.S. officials say, and the Obama administration is wrestling with whether to kill him with a drone strike and how to do so legally under its new stricter targeting policy issued last year.  The CIA drones watching him cannot strike because he’s a U.S. citizen and the Justice Department must build a case against him, a task it hasn’t completed.  Four U.S. officials said the American suspected terrorist is in a country that refuses U.S. military action on its soil and that has proved unable to go after him.”

EU neighbours regret Swiss vote for immigration quotas

“The vote invalidates the Swiss-EU agreement on freedom of movement.  German Finance Minister Wolfgang Schaeuble said the vote would cause ‘a host of difficulties for Switzerland’.  France’s Foreign Minister Laurent Fabius said ‘it will hurt Switzerland to be inward-looking’.  In a statement, the European Commission said the Swiss vote ‘goes against the principle of free movement of persons between the EU and Switzerland.  The EU will examine the implications of this initiative on EU-Swiss relations as a whole.’  Mr Fabius told French radio it was bad news ‘both for Europe and the Swiss’. Europe ‘was going to review its relations’ with Switzerland, he added.”

Currency Market Unsettled by Trader Exits on Lawsky Probe

“The foreign-exchange trading business was in upheaval across Wall Street as senior executives resigned and others were fired amid an expanding probe of possible currency manipulation.  Benjamin Lawsky, superintendent of New York’s Department of Financial Services, asked more than a dozen firms including Deutsche Bank AG (DB),Goldman Sachs Group Inc. (GS) and Citigroup Inc. (C) for documents on their currency-trading practices. Deutsche Bank, the top foreign-exchange trader, fired four dealers after an internal probe, people with knowledge of the move said. Goldman Sachs lost two partners while Citigroup said its foreign-exchange chief will leave in March.”

Terror Defendant Challenges Evidence Gathered by NSA Spying

“A U.S. terrorism defendant who was formally notified that he was spied on by the NSA filed a challenge to the constitutionality of the surveillance today, in a case likely to be litigated all the way to the Supreme Court.  Jamshid Muhtorov, a native of Uzbekistan who immigrated to Colorado, is one of only two criminal defendants the government has conceded was charged on the basis of evidence scooped up by the NSA’s surveillance programs. The Supreme Court last year rejected a suit challenging the law because the civil rights groups and others who brought the case could not prove their communications were intercepted, and hence didn’t have ‘standing’ to sue.”

In U.S., 65% Dissatisfied With How Gov’t System Works

“Sixty-five percent of Americans are dissatisfied with the nation’s system of government and how well it works, the highest percentage in Gallup’s trend since 2001. Dissatisfaction is up five points since last year, and has edged above the previous high from 2012 (64%).  These findings are from Gallup’s annual Mood of the Nation poll, conducted Jan. 5-8, 2014. The trend line on this measure shows remarkable change over time, rising from fewer than one in four Americans expressing dissatisfaction in 2002, after the 9/11 terrorist attacks, to the current situation in which almost two-thirds are dissatisfied.”

Review Of Terrorism Cases Finds NSA Spying Helped Very Little

“Surveillance programs run by the National Security Agency helped very little when it came to cases brought against individuals the United States says were linked to al-Qaida. That’s according to a review of 225 cases by the New America Foundation.  The study was trying to answer a simple question: Do government programs that scoop up massive amounts of Americans’ data stop terrorists as the U.S. government says they do. A review of court records and news coverage about these cases found that ‘traditional investigative methods initiated the majority of terrorism cases’ and government claims on the usefulness of the programs were ‘overblown.'”
