“Police reports state deputies stopped Timothy Young because he turned without putting his blinker on.  Again, Leo the K-9 alerts on Young’s seat.  Young is taken to the Gila Regional Medical Center in Silver City, and just like Eckert, he’s subjected to medical procedures including x-rays of his stomach and an anal exam.  Again, police found nothing, and again the procedures were done without consent, and in a county not covered by the search warrant.  We’ve learned more about that drug dog, Leo, that seems to get it wrong pretty often. He might be getting it wrong because he’s not even certified in New Mexico.”

NSA pushed 9/11 as key ‘sound bite’ to justify surveillance

“The National Security Agency advised its officials to cite the 9/11 attacks as justification for its mass surveillance activities, according to a master list of NSA talking points.  The document, obtained by Al Jazeera through a Freedom of Information Act request, contains talking points and suggested statements for NSA officials (PDF) responding to the fallout from media revelations that originated with former NSA contractor Edward Snowden. Invoking the events of 9/11 to justify the controversial NSA programs, which have caused major diplomatic fallout around the world, was the top item on the talking points that agency officials were encouraged to use.”

No Dorothy, US Capital Controls Haven’t Been Imposed

“It’s true that the US government could impose capital controls almost instantly. All it would take would be a flick of President Obama’s pen.  The bigger question is ‘why?’  Governments have imposed capital or “foreign exchange” controls for more than 2,000 years, starting with the ancient Greeks. The reason has always been the same—to maintain the value of a declining currency.  On the other hand, if a country’s currency is going up in value, or at least stable, there’s no reason to restrict the flow of capital across borders. So will the USA impose capital controls? I think it’s extremely unlikely—at least in the next few years.”

UK doctors given bonuses for placing patients on ‘death lists’

“Doctors have been given bonuses for drawing up ‘end-of-life advanced care plans’ for patients they predict will die within a year.  The payments in question apparently have the intention of keeping NHS costs as low as possible.  A ‘key objective’ of the project – which underwent a trial period in England’s east – was ‘to shift the place of death’ away from hospitals, thus ‘reducing …healthcare costs.’  The ‘Yellow Folder’ pilot scheme was trialed in 41 medical practices in Ipswich and East Suffolk, and lasted from July 2011 until last month. The doctors received payment for every care home patient they successfully signed up to an end of life plan.”

HSBC USA Joins Chase in Limiting International Money Transfers

“Yesterday, I reported that JPMorganChase will start to limit cash withdrawals and ban certain business customers from sending international wire transfers, from November 17 onward.  Now, word comes via Simon Black that starting October 20th, HSBC USA’s Premier clients will have to wait a minimum of five days before transferring funds to their OWN international accounts!  This is not good. The cover story for these measures is to ‘protect’ banks and customers from theft. In reality, this is a major move toward limiting movement of capital overseas.”
