Medical marijuana rally slated for Oklahoma Capitol Wednesday

“Wednesday is Medical Marijuana Day at the Oklahoma State Capitol, a topic that’s getting increasing attention as an increasing number of states decriminalize, and in some cases even legalize, the recreational use of marijuana.  The rally will take place inside and outside the Capitol, with several activities slated to occur, including lobbying efforts and training.  Cpl. Mike Griffin, who heads up a TPD Drug Task Force, doesn’t advocate legalization, but says he believes it will happen some day, even in Oklahoma. ‘This is just one guy’s opinion,’ he told KRMG. ‘Do I think it will? Yes. Will it happen before I retire? Probably not.'”

Medical marijuana kids bring Oklahoma families to Colorado

“Within 15 minutes of receiving her first dose, Zoey said a new word, Johnson said. Age 6 at the time, Zoey had the developmental level of a 2-year-old.  Johnson’s father, Marty Piel, is expected to appear at a hearing along with other proponents before Oklahoma state lawmakers on Feb. 12. He said they hope for some kind of narrow exception in the state’s drug laws for children like Zoey.  Mark Woodward, a spokesman for the Oklahoma Bureau of Narcotics and Dangerous Drugs, said the agency is currently opposed to legalizing medications such as Charlotte’s Web. He said the agency believes for safety’s sake, the drug should go through the same federal approval process as others.”

In Breakthrough, Farm Bill Includes Hemp Amendment

“The omnibus federal farm bill approved by Congressional conference committee negotiators this week and destined to be quickly signed into law includes the hemp amendment that was approved by the House last year.  The 10 states that have already passed laws allowing hemp production are California, Colorado, Kentucky, Maine, Montana, North Dakota, Oregon, Vermont, Washington, and West Virginia. Hemp bills have been introduced in 11 states this year, including Hawaii, Indiana, Nebraska, New Jersey (carried over from 2013), New York, Oklahoma, South Carolina, Tennessee, Washington (two bills were carried over from 2013) West Virginia, and Wisconsin.”

Oklahoma: Marijuana Legalization Measure Introduced

“State Senator Constance Johnson (D-District 48) has introduced Senate Bill 2116, which aims to legalize the possession, cultivation, and retail sale of cannabis to adults. The proposed legislation removes all criminal and civil penalties for the possession of up to one ounce of marijuana and the personal cultivation of up to 5 marijuana plants by those over the age of 21. The bill would also create a system of retail cannabis outlets, cultivation facilities, and marijuana product manufacturers.  According to a 2013 ACLU report, Oklahoma arrests over 10,000 individuals for simple marijuana possession every year, at the cost of nearly 30 million dollars.”

Removal of inmates ordered after fights staged by halfway house staff

“Amid allegations that officers staged fights among offenders, in a letter Tuesday to Avalon Corrections Services Inc., the department said it is freezing the number of Oklahoma offenders it sends to the company’s facilities and allowing 10 days to transfer all 212 individuals in the Avalon Correctional Center, a 390-bed halfway house in Tulsa. Those offenders will be transferred to various other facilities in the state, possibly including another Avalon center, said Jerry Massie, Corrections Department spokesman.  The move comes in response to three investigations the department is conducting at the center.”

Oklahoma Police Beat Elderly, Deaf Man For ‘Refusing Orders’

“An elderly deaf Oklahoma man was beat by two highway patrol troopers earlier this month for allegedly refusing to comply during a traffic stop.  According to reports, 64-year-old Pearl Pearson left the scene of a minor automobile accident before being pulled over by Oklahoma Highway Patrol on January 3.  After issuing several vocal commands from their police vehicle, troopers claim Pearson refused to show his hands. Despite a large placard on his driver’s door stating, ‘Driver is deaf,’ Pearson claims troopers immediately began hitting his face as he attempted to show his ID, which also states that he is hearing-impaired.  According to Pearson, he was denied an interpreter.”

Oklahoma state legislator introduces bill to banish NSA

“On Monday, Oklahoma Sen. Nathan Dahm (R-Broken Arrow) filed a bill that would prohibit state cooperation with the NSA and limit some of the practical effects of its vast data collection program. The Fourth Amendment Protection Act addresses the relationship between the state and the NSA in four ways.  First, it prohibits state and local agencies from providing any material support to the NSA within their jurisdiction. This includes barring government-owned utilities from providing water and electricity. Second, it blocks state universities from serving as NSA research facilities or recruiting grounds. Four Oklahoma state schools currently have partnerships with the NSA.”

State Weighs Moving Inmates to Private Prisons, Or Buying a Prison

“The Oklahoma Board of Corrections is looking at three options to deal with overcrowding at the state’s prison facilities: expanding public prisons, contracting for more private-prison beds, and buying or leasing one of the state’s two empty private prisons. At its Thursday meeting, the board approved a measure allowing the Department of Corrections to draw up a request for proposals from private prison companies to provide an additional 350 to 2,000 medium-security prison beds for state inmates. The board also voted to request more funding this fiscal year to pay for using private-prison beds and seek more funds for fiscal 2015 to give a pay raise to corrections officers and support staff.”
