“Improvements were cited in 14 countries, including some with ‘a dramatic regime change or political opening’ such as Tunisia, Libya and Myanmar. But restrictions also eased in some other countries such as Georgia, Kenya, and Indonesia, where the report cited ‘a growing diversity of content and fewer cases of arrest or censorship than in previous years.’  Fourteen countries were listed as ‘free,’ and 20 were labeled ‘partly free’ in the report.”

France Targets Deficit Cut With Tax-Hiking Budget

“The government confirmed a temporary 75 percent super-tax rate for earnings over one million euros and a new 45 percent band for revenues over 150,000 euros.  Together, those two measures will bring in around half a billion euros. Higher tax rates on dividends and other investments, plus cuts to existing tax breaks will bring in several billion more.  The budget will also disappoint pro-reform lobbyists by merely freezing France’s high public spending rather than daring to attack ministerial budgets as Spain did this week in a bid to avoid the conditions of an international bailout.”

Greece Seeks Taxes From Investors in London Property

“At the request of the Athens government, the British financial authorities recently handed over a detailed list of about 400 Greek individuals who have bought and sold London properties since 2009.  The list, closely guarded, has not been publicly disclosed. But Greek officials are examining it to determine whether the people named — who they say include prominent businessmen, bankers, shipping tycoons and professional athletes — have deceived the tax authorities by understating their wealth. Officials in Greece examining these transactions estimate that about 250 Greeks invested more than £100 million in prime London residences in 2009 and 2010.”
